Harnessing Pakistan's Solar Revolution: A Techno-Economic Assessment of Swarm Electrification
As solar-owning households buy fewer units from the grid, they shift a growing share of fixed system
costs onto those who remain dependent on it — with some spending as much as half their disposable
income on electricity in peak summer months. This report tests "swarm electrification," a bottom-up
model that interconnects household solar and battery systems into a local peer-to-peer sharing network,
using field data from two villages in Tharparkar and an urban sector of Islamabad. It finds swarm grids
are technically feasible in both settings, though rural deployment needs targeted transitional support
to be commercially viable.
